the silence makes you think they are trying to sneak this through to avoid predictable outrage over millions for sports facilities instead of academics.
that's my take on this too. Or they are afraid the Gov. will not sign it...
That is exactly what I am thinking. We saw last year what happened over $6 million dollars for new video boards. I wonder what the reaction would be for $75 million.

I found another document on the KY budget website, http://www.osbd.ky.gov/NR/rdonlyres/16980137-8085-4B48-AF9A-3640616C8DD8/0/1214ExecBudVolumeII.pdf . This is the capital projects summary pdf, there is $100M approved/requested for Commonwealth Stadium, $8.7M to renovate/expand multipurpose room/kitchen (Recruiting room), and $3M to add 4 additional suites to Commonwealth.
FYI, UL has some capital projects as well, one being to replace their pink seats in Papa Johns for $5M.
Wow. $100 mill will go a long way to show commitment to the program.
Guru, the budget you have linked is the "Executive" Budget, meaning the budget Beshear initially submitted to the House. The House nixed the $100 million in bonding authorization before sending the bill to the Senate. The Senate (as far as I can tell) has restored $75 million in bonding capacity and the bill is now back before Beshear awaiting his signature.
As for the posters worrying about the hue and cry from the academics, you have all the ammo you need if you are confronted by someone complaining about improvements to Commonwealth. Look no further than the nearly half a billion (off the top of my head) in bonding authority for science buildings, the law building (a joke), parking structures, academic centers, academic offices, and many more.
In reality, this is UK's budget for the year. It is no secret that UK's budget is approximately 2 billion per fiscal year. It's about damn time the football program garnered approximately 3% of the yearly budget for improvements.
Does the Kentucky congress work that way?
Governor submits a budget with X
House approves a budget without X
Senate approves a budget with X
Governor signs budget with X and the deal is done.
That doesn't sound to me the way congress works. It means the house has no voting power.
As I understand, each can approve its own version, but a bill/budget doesn't go to the governor to be signed until both senate and house pass the same bill/budget.
That's what I was getting at. Guru's link is to the executive budget, the initial budget proposed and sent to the legislature for approval. Politics happened, and the result is the link I posted in the second post in this thread, the finalized budget sent to Beshear for approval.
The Gov submits the budget to both houses. At this pt it is the framework of what he wants. Each House (Gen Assembly and Senate) use it as a frame work from there. They each pass there own version, then it goes to the conference committee (made up of both houses) and is meshed together there, for lack of better terms. The finished bill from the conference committee is then voted on in its entirety in both houses. If it passes, then back to the governor. Its pretty common for parts of the budget (or any bill for that matter) to have parts of it removed while still in the individual house and senate committees and never make it to the floor of its respective house, then end back up in the final bill because the other house and conference committee left it in, thus giving that full house membership the opportunity to vote on it, when they didn't during the first pass through.
Where did you find that original word document. I found the executive budget on the KY state's website which seems to be lacking in keeping up-to-date documents.

It would seem that there is a really good chance the Beshear is going to pass the projects that he approved from the beginning? Makes logical sense at least.
Finally spoke with some higher ups in UK athletic department this morning about the budget. As of now, UK is of the understanding they are not getting any of the money that's being discussed in this thread.
And the reaper strikes....

Now that I'm not typing on my phone, the person did say UK is exploring several private finanincing options and that football is first on the list, with baseball second.

Listen to Matt Jones interview with Barnhart today, and the usual its not my fault, we are competive, stuff he always does , seems like Jones only person he will talk to.
DUDE? SERIOUSLY? Did you listen to the same interview I did? Usual not my fault? what are you talking about? talk about completely misrepresenting what MB did say. He said 3 things that stand out:
1. Rupp Arena Renovation is in neutral, not on the same page between UK and City.
2. He was asked about confidence in Joker, and he said confidence is a scary word, he said he's comfortable with how hard Joker is working, but he HAS TO WIN GAMES.
3. He said matter of fact, they want/need 75-80 millions dollars for football renovations, but they can't get the bonding from the Legislature.
I swear to god the amount of venom from some of our fans toward MB is ludicrous, and your post sir is right up there with that. GEEEEEEZ...........
I am sorry how I heard it was different than you , no venom in my text but I am still I am amazed how Jones gets all the interviews
