UK football drug testing penalties

There has been a lot of talk lately on Coach Joker Phillips perceived inconsistant punishments for some of his players. The reason Coach Phillips appears to be so quick to dismiss certain players from the team is because it is not his decision, but rather, a University of Kentucky rule when it comes to drug testing football players.
Very clear cut rules and no gray areas.

Of course Loserville's drug policy isn't very strict and seems to be on a case by case basis for repeat offenders. Figures.

Louisville does not have a strict policy in place, nor do they do a good job enforcing the one they have.

So, again UK is one of the most punitive schools in the SEC, with only UK and Georgia having a "zero tolerance" policy. Wonder how much that hurts us in getting the top notch players?
