I thought it was Feb 4, but if you say Wed it could be Feb 6.

Correct - first Wednesday in Feb. This year it's Feb. 6 so it's "late" this year.
Most prospects sign on that date. However, the signing period goes until April 1. There is a trend where some prospects carry the process out past that first Wednesday. It has become much more popular in recent years.
