They don't have to and probably won't release the details. Drive by in the next couple of weeks and there will probably be contractor or sign...

Hopefully it gets started before the next couple of weeks. They are already squeezed for time as it is I would think given all the normal upkeep that goes on during the summer. I'm pretty sure it has to be posted on their website somewhere though. Not the details, but who it was awarded to and for how much.

It's probably as simple as they have to verify the ability to perform the project... This isn't building a pole barn..

Two open records requests with no response sounds mighty peculiar to me.

Never claimed to have intimate knowledge of the project but I do know how the bid and awards process works in public construction projects. With that, there is often a verification process once the bid process closes and an award is made. Remember, if you look back at the questions and answers in the bid process, many contractors were operating somewhat in the dark because they didn't have exact sizes etc. This was by design because UK doesn't have experts in this field and didn't want to "shoot too low" when asking for bids. They are likely "backing into the award" based on their budget.

So, for example, the budget is 6 million. You get a bids with different specs, sizes, technology etc... ranging from 3 million - 8 million. UK probably will compare the technology and specs in the bids and might actually hire a consultant to give them guidance. At that point they may go back to the 8 million dollar bidder and say, "what would you have to cut to get this down to 6.5 million?
